I'm currently finishing off a 2 piece laminate wood bow.  I made the handle from fiber glass rather than spend $50 CDN for a metal sleeve kit.

My question;  is it better to the fix the handle solid on the bottom limb or top.  I think its better fixed on the Top that way if you are out on a rainy day the sealed end will keep the water out. I have read a few articles on these builds and some guys attach the sleeve to the bottom limb...

I haven't built the fiberglass sleeve type yet.  I have used the metal sleeve a few times and I fixed the handle to the top limb for the very reasons you stated.  I will do the same with fiberglass.

I had a BW 2 piece bow with the glass and carbon sleeve..grip was part of the top half. Big Jim has several videos on youtube showing how he does them.

If you do it on the wrong end the bow will come apart when you shoot it
