Pretty sure you can use ca as long as both surfaces are good and flat , otherwise you can use smooth on.

PEARL DRUMS  just made the bow you are talking about for the bow swap. Here is a link to the pictures and I am sure he would advise you, he seems to be a helpful guy.

I use gorilla superglue but any superglue will work.

For horn and bone I always fill with thin CA glue. Then us the thick stuff to adhere the horn/bone to the bow tip. Be sure you dont skip the filling step with antler or bone, the stuff will suck up glue like a sponge. For any wood to wood tips I use TBIII.

What Pearl said!

Antler is very porous, you need to seal it and you should use a gap filling glue.  I have had tips overlays come off twice, both were antler, and were done with thin CA glue only.  Since going to the thicker gap filling CA there have not been any problems.  Smooth-on works better but takes longer to set up.
The broadhead used, regardless of how sharp, is nowhere as important as being able to place it in the correct spot.

I've used super glue(seal antler first like Pearlie suggested), both thin and gel, TB glue and 2Ton Epoxy, all successfully. I prefer either super glue or TB glue.
Rubber bands make great clamps for tip overlays. I don't think you can over tighten and starve the glue joint with rubber bands.

I've used TB III on antler with success.  Had CA pop off once before I new to fill it first.
