THE DOG WOOD I HAVE USED FOR OTHER PROJECTS SEEMED WAY TOO SOFT TO ME;  HOWEVER, I HAVE USED ORNAMENTAL PLUM WOOD WITH GOOD RESULTS.

From what I understand dogwood is a tough wood.  From TBB #1 Flowering dogwood has a gravity of .73 and Hickory is .72 I would say it is a good choice if it has good grain and is lay out properly.  But I am not the expert.

Dogwood makes great selfbows and knapping billets for hear rock. I'd say it would make a good riser or limb tip overlays.
