testing bow weight

Here is one... I have a basic pull scale for the bows.  Should the bow be stationary when measuring pounds?.. meaning.. like hang bow from rack or put bow on ground then pull the string with the scale?

I find the bow I just built measures 35lbs when stationary or 25lbs when I am holding on to it.

When pulled to a specific distance it shouldn't matter whether you are holding it in your hand or it is on a strationary rest. 35#@28" is still 35#@28"
 When I test my bows I do it on the tiller tree so it is stationary but it should still be the same weight when I pull it by hand.
Make the most of all that comes and the least of all that goes!

That is what my thought was.  I bet it is because I have arthritis, so I don't hold the scale the same each time.  Or because of the scale, I am not pulling back as far as I normally would.

I put a clamp on an arrow @ 28" and draw to  the riser.If the arrow comes off the string you've pulled to far......
