I cut my riser block using 1" pieces with 1/4" strip and 1/8 stip. They are 18 inches long, I cut them with my table saw, how to I get them perfectly flat so I can glue them together. On the ends I can see gaps.
I only have a 36" belt sander and a drum sander in a drill press, (it wobbles a little bit).
Should I get a table top planer for this?

You can make a fence to use with your drill press drum sander.  Run the wood "fence" stock along the drum to assure a parallel fence and then run the strips through.  Once trued, they will glue up much better.

You can lay a piece of heavy grit paper on a flat surface (e.g. a sheet of glass, or your cast iron table on your tabel saw) then sand it flat. Much cheaper than a planer!

I use my jointer for squaring up to glue riser blocks mostly.  

But I have used a fence on my belt sander as well

I ended up making a jig for my drum sander/drill press, made a fence, a sled and ran the sled through to get it flat to the sander then started running my riser blocks through so far so good.
Also put a feather board at the front of the fence to hold everything tight.
