I'm guessing folks just didn't want to mess with them. When the spool type string trackers came on the market a bit later they we pretty easy to use.Just not as efficient.

No to the refill. But you can practice and then just cut the tread and refasten to the velcro. Make sure to pick up the thread, I think it might be hard on the birds, but it is monofilament so it might disintegrate from the sun?????
