What is the equipment needed to make arrows?

I've been buying carbon arrows for screw-in broadheads. I want to make my own arrows.

What equipment do I need to render cut-to-length carbon shafts into shootable arrows: that use glue-on broadheads; and the question for arrows using screw-in broadhead?

What videos/DVDs would you recommend to understand how to use the equipment correctly?

You can use a dremel tool with cut-off wheel to cut the carbon, use a dust mask if you don't want to breath the dust.
There are probably glue in inserts with a taper that you can glue into the shafts.  Then glue on your broadheads as usual.
