Sticks can you soak the tanned tail, put it on wet and let it dry so it conforms to the handle? I guess it would still be hard and you said you wanted soft.

I got the tail online all tanned ready to put on for around $20. It did 3 bows. I also have a tanned black stingray..I'm going to use on next selfbow.

Beaver tails are nice, but can be tough to work with. They are best when tanned or they end up crispy like rawhide.
You can soak them, but they must be stretched and forced to conform. They will also need to be glued in place or the won't stay put.
Make sure you get an extra, extra thin one or it will be like trying to stretch a hammer!

Tenbrook ..I can't find the Bus. card.. Just google tanned beaver tail. Theres a few selling for around $15
