The easiest way to make a decent arrow is to go to one of the big home improvement centers and get some 3/8 dowels, look for very straight grain. Also post your question on the PowWow forum and you get some great help.

you'll also need a way to glue the feathers on, a fletching jig is about $25.  if you buy the dowels its absolutely important that the grain runs straight from one end to the other.  otherwise they will be flimsy and break easily.  You probably have to pic through the whole batch.  If your really going to make a bunch i would buy a 3/8 dowel maker from Lee valley tools $22 plus shipping.

Take a little time and use the search function on this site.  There are tons of good information already posted on just about every topic you can think of.  Good luck on your project.

Home depot has some 5/16 in dowel stock that is $0.79 a piece made in China which runs bigger than my 23/64 shaving tool but looks REAL good lots of grain lines.  Sand the end tapers, stains nice,

new arrows cost me $3-$4 apiece, WAY too expensive, i did the home depot thing, bought dowels, and got me a jojan monofletcher with a straight clamp.  try it, super fun and easy to make yer own arrows.   it's a blast.
my bows are still pretty amateurish, but my arrows ROCK.

tip: it's WAY WAY easier to fletch dowels and repair arrows when you lose a feather if put a couple strips of electric tape on the noc end. (it's the poor man's way to put a shrink wrap vinyl cover on the arrow).

the sporting good store by me sells some fletching that is mounted on shrink wrap all you have to do is boil some water and stick the fletching in the pot and the arrow is fletched just have to let the feathers dry. i did it cause i don't have a fletching jig yet.
