Public lands wind direction

So we all know that we should play the wind, on both ingress and egress, as well as location. But I've begun to notice that the public lands near my house it seems to not matter to a point. Many areas are within a few hundred yards of homes, or even campgrounds. In fact, one area has a major bedding area inside the local camping sight and the feeding area is on huntable land. Add in that the lakeside hunting grounds are also frequented by boaters and it seems like they almost don't care unless they can see you.

Am I the only one who's observed this?

I have noticed this.  Found major bedding within 50 yards of a residence but it was down in a thick nasty dip.  The woods were flat and then there was this pit that was thick with cover.  Old mining ground.

I've found similar behavior on Government Land, they are so used to human scent it does not excite them, but if you move.......
