bareshaft tuning with a elevated rest/plunger

Will bareshaft tuning be easier with a elevated rest/plunger combination because you can adjust the plunger to the final specs. Say your bareshaft tuning is close but not perfect? you could adjust the plunger to get it dead on correct?  I guess what I should be asking is, does the plunger change the spine of the arrow with the amount of cushion.

Yes, you can use the plunger to change the dynamic spine of the shaft (either by centershot or plunger tension). You can also use it to tweak your left/right impact.

Below is a link to the Easton tuning guide. It explains exactly how to tune with a plunger.
