Applying a paper backing?

I know to size the wood with TB2 before you put the paper backing.  But how much glue do you use before applying the paper?  Also, do you put glue on top?  
My attempt yesterday ended in a soaked, crinkly, paper mess.  And that is understating it.  I pulled the paper up and will have to sand down the rest.  But guidance is needed.
I checked George's web page for backing with silk.  Is that the same?

The times I've done it I put glue on the bow( not too thick) and lay the paper down. If the paper is cut close to the width of the bow you can wrap it with cloth strips(or ace bandage) until it is almost dry and that will keep it smooth. With thicker paper, you can wet it and it will form to the limb without wrapping. You may be able to do this with regular brown paper bag paper. Do a few tests first to see what works best for you.   After the glue has set I coated the back (paper) with glue so it penetrates well into the paper. It is the glue and paper combined where you get the strength.   Pat

I did one, board bow, with brown bags and carpenter yellow glue.

I wet the paper before applying on the back,no seizing, and I rub with the finger to get the glue in the fibers.

There is another way to laminate something with PVA glues - veneer,bag paper, etc.
Apply glue on both surfaces...let it dry slightly...or almost:)
Then laminate it using hot iron...Trim if you need it..coat with glue and/or another finish
