Title: tillering question

I have been working on a hickory flatbow bow blank( the one from three rivers),and the lower limb is much stiffer than the top. I have repeatedly scraped and exercised it, and it refuses to weaken. Today I even went so far as to take down the thickness with a drawknife    :scared:  , but even that didn't do the trick    :banghead:  . This pic is the bow drawn at 9".  Do any of you know how to get this to work?

You just have to keep scraping until it bends. Maybe use a rasp for a while until you get it bending.
BTW, your bow is not drawn to 9" on that long string. While on a tiller string I measure tip movement and not draw length. Looks like you have about 4" of tip movement on the right limb and maybe 2" on the left limb.
 Just keep at it and don't get frustrated. It will eventually come around. If you get in a hurry or frustrated you will screw it up.

Ok,it's just that it has about 120 scrapes so far,and no movement

120 strokes with a scraper is not that much.
Like Pat says just keep at it.
I'd just scrape the left limb till it caught up with the right. Then try to keep them even.
When trying to move a lot of wood be carefull not to cause a,dished area where the scraper starts each time.
