Its been a while since Ive had time to build a bow. It's the time of year to get an itch though. I'm working on a hickory backed ipe and was going to do a bocote power lam to stiffen it up and add some contrast. I was thinking 14" x 1/4" to feather edges. Would this work ok? Any suggestions are appreciated.

That would work well. I've used Bocote with Ipe and Hickory, the colors look great!. I start my power lam at 15" long. I then cut it on the bandsaw to a point about 1/2" high in the middle of the lam. Now I have a triangle 15" long by 1/2" tall by whatever width. By time I grind it to be round on the top and feather the tips it usually ends up about 1/4" by 14" long. Whatever you do start out longer than 14" so you have some fudge room when you feather the ends.
