I have a Howatt Hunter that I want to 'tweak' a bit. The grip is a little thick for my stout hands, so I was thinking of taking a little off of it and adding a leather wrap for grip consistency. Would this be a bad idea? If its doable, what would make a good non-glossy finish that will seal the wood for the weather?
Lastly, I was thinking... could I glue on horn tips to re-enforce the tips of the bow for FF and other low/non-stretch string materials or is this asking for trouble?

I can't think of any reason why you couldn't rework the grip a bit, don't go so far your jeopardize its strength. Don't ask how I know LOL. As for finish Tru Oil or spar urethane are both good and hold up well. I have never tried antler overlays, will leave that answer to someone with more knowledge than me.
That grip can be made smaller with no ill effects. A good non-glossy finish would be any good outdoor spray satin. I like Minwax myself. You could use cow horn tips for what you want to do. I would find a way to remove the old wood tips first. Use a good glue for the horn overlays.
I would use a layer of phenolic and then put a layer of horn over the phenolic. when you cut the groove just leave the phenolic full thickness and you are good to go. That is if you shape the groove right. Make it a teardrop shape. Rounded on the top and pointing to the center of the limb on the bottom. Try to keep from haveing a shoulder.
