I have an older set of zipper limbs, that had overlays of hickory then fiberglass overtop of fiberglass.
The glass started cracking so I grinded off the overlays down to the main fiberglass that covers the whole limb.
I ordered some phenolic strips and plan on putting that with antler over it.
What glue is recommended for this?
I would say smooth on. Cant beat it. Especially for the antler, I have had problems with antler and superglue.

I use the same epoxy for tip overlays as I do for the glue up.

Hate to buy a batch of it. Won't ever use for anything but that. Might, but doubt it.
You can use the $2, two part, 5 min epoxy from wallyworld. Ive done that a few times. It doesnt sand as great as Smooth On does but it works just fine. Just work on one side at a time too unless you can work fast.
I've been using 6 minute epoxy from home depot. I like it because it come in a double plunger applicator so it is easy to use a little for tips etc and store the rest for the next project.

I used either super glue or expoxy can't remember which now, but it let the overlays slip after a few days. I am sure it was something I did or didn't do, as other people use both. I have just used smooth on since then, probably overkill but no problems.
Mine slipped when I used the two part 5 minute epoxy. It cut my string. So I sanded them and used smooth-on with no worries since.
Ive used the 5 min. stuff on about 50-60 bows now with no problem. Make sure it is roughed up good on all gluing surfaces. Give it a day or two to dry. Its not fully cured for 24 hours at 70 degrees. Or a couple days this time of year in my shop.
I PM'd a guy in MD that makes bows. Asked him a favor if he could let me borrow a slather of Smooth on
